1 Four theories of jurisdiction will be analysed which adopt differing views as to which matters should be held to go to jurisdiction .

6 In resolving the question of what matters will be held to go to jurisdiction it is necessary to steer a course between Scylla and Charybdis .
7 In my judgment , however , the law is not certain and it is necessary for this court to consider whether , having regard to the right to free expression , the law of libel can be held to extend to a local government authority .
