1 ‘ If , in any case not expressly provided for by this Act , a liability to any duty , or any authority or power , not incident to the administration of justice in any court , whose jurisdiction is transferred by this Act to the High Court of Justice , shall have been imposed or conferred by any statute , law , or custom upon the judges or any judge of any of such courts , save as hereinafter mentioned , every judge of the said High Court shall be capable of performing and exercising , and shall be liable to perform and empowered to exercise every such duty , authority , and power , in the same manner as if this Act had not passed , and as if he had been duly appointed the successor of a judge liable to such duty , or possessing such authority or power , before the passing of this Act . …
2 ‘ Any person who in any public place is guilty , while drunk , of disorderly behaviour may be arrested without warrant by any person and shall be liable on summary conviction to a fine not exceeding level three . ’
3 ( 6 ) Where an offence under this section committed by a body corporate is proved to have been committed with the consent or connivance of , or to be attributable to any neglect on the part of , any director , manager or secretary or other similar officer of the body corporate or any person who was purporting to act in any such capacity , he as well as the body corporate shall be guilty of that offence and shall be liable to be proceeded against and punished accordingly .

5 Indeed , the scope of s2(2) is extensive in this respect : ( 2 ) A person who , not having reasonable cause to believe there is a right to payment , in the course of any trade or business and with a view to obtaining any payment for what he knows are unsolicited goods sent as aforesaid ( a ) threatens to bring any legal proceedings ; or ( b ) places or causes to be placed the name of any person on a list of defaulters or debtors or threatens to do so ; or ( c ) invokes or causes to be invoked any other collection procedure or threatens to do so , shall be guilty of an offence and shall be liable on summary conviction to a fine not exceeding [ level 5 on the standard scale ] .
